As Emeryville’s City Manager, she’s a force for positive change, landing a $1 billion investment from Sutter Health, launching inclusive planning efforts, and building bridges across departments with transparency and trust.


Her leadership in Berkeley as Interim City Manager, Deputy City Manager, Human Resources Director and Interim Public Works Director speaks volumes about her impact. From cutting homelessness by nearly half to creating an equity-driven crisis response team, LaTanya turns bold ideas into real progress.


Whether she’s addressing a packed council chamber or connecting with her staff, her presence is magnetic. She combines clear communication with humor, deep respect, and lived experience. She listens just as carefully as she speaks, creating space for meaningful dialogue.


A graduate of CSU East Bay with a B. S. in Business and a Master's in Public Administration. She is currently pursuing a Doctorate, LaTanya also contributes her expertise to the League of California Cities and CALPELRA boards.

A seasoned, goal-oriented professional with a proven track record of leading the preparation and analysis of financial reports, budgets, and forecasts, all while aligning with complex accounting standards and objectives.


Possesses in-depth knowledge of the commercial and mortgage banking industries, along with extensive experience in government services through collaboration with agencies such as the FDIC, ORS, and OCC. Trusted advisor to governing bodies and staff, delivering strategic guidance to successfully implement a wide array of housing programs, ensuring full compliance with federal regulations and mandated standards.


Highly experienced in HUD public and assisted housing programs, including Operating Subsidy, Capital Fund, Asset Management, HOPE VI/Choice Neighborhoods, Mixed-Finance Development, and the Housing Choice Voucher Program. Adept at managing and directing program administration and large-scale operating budgets, while effectively monitoring and approving major capital expenditures.
